Civilian Recruiter - Peel Regional Police

Temporary, full-time position

Civilian staff play a valuable role at Peel Regional Police – one of Canada’s most progressive police services – in supporting the delivery of police services to the public, making this position within the Recruitment & Staff Support Department an exciting opportunity to make a difference.

As a Civilian Recruiter, you’ll play a key role in maintaining staffing efficiency by performing a variety of activities related to the Civilian Recruiting functions – from administering and co-ordinating the civilian job screening and selection processes, to providing advice and guidance to management and staff on employment and recruiting matters, policies, processes and programs.


More specifically, as a Civilian Recruiter, you will:

  • Compile and provide Applicant Packages to Hiring Managers; assist Hiring Managers with the review of applicant qualifications and competency assessments; develop pre-interview assessments and interview questions in accordance with specified criteria and applicable legislation; schedule interviews and participate on the interview panel; compile and record results and notify applicants; and negotiate salary expectations for new hires.
  • Utilize applicant screening functionality within HRMS in order to perform preliminary and detailed screening to generate a pool of qualified potential candidates.
  • Prepare and update payroll/personnel information for civilian new hires, rehires and transfers; prepare offer of employment letters; and calculate revised employment dates for civilian employment status changes, in accordance with collective agreement provisions.
  • Liaise with Hiring Managers to obtain civilian job vacancy details to create job requisitions; prepare civilian internal and external job postings, determining appropriate competencies and screening questions; co-ordinate external advertising.
  • Maintain online applicant records in HRMS, update applicant status, as required, and monitor open job requisition activity.
  • Attend Career Fairs as a Peel Regional Police representative and provide guidance and organizational information to prospective applicants.
  • Conduct the Human Resources induction process for new civilian employees and audit completed files.
  • Monitor assignment end dates for temporary positions to determine extension or end.


In the role of Civilian Recruiter, you will apply the following education, experience and skills:

  • A community college diploma in Human Resources Management, Business Administration or a related field, or an equivalent combination of education and experience.
  • Certified Human Resources Professional/Leader (CHRP/CHRL) designation, preferred.
  • At least two (2) years’ full-cycle recruiting experience (Recruitment, Selection and Employment).
  • Experience working in a unionized public sector environment, an asset.
  • Knowledge and experience in behavioural event interviewing and competency models, administration of assessments and tests, recruitment metrics, and "best practice" recruiting methods, including social media, Applicant Tracking Systems, and non-traditional sourcing of candidates.
  • Ability to build strong relationships with Hiring Managers and other stakeholders.
  • MS Word-Intermediate skills.
  • MS Excel-Intermediate skills.
  • MS Outlook skills.
  • Demonstrated knowledge of Human Resources Management Systems (HRMS).
  • Demonstrated co-ordination, administration, written communication, time management and organizational skills.
  • Effective oral communication and interpersonal skills.
  • Ability to handle multiple tasks, manage own workload and meet deadlines, with strong attention to detail.
  • Demonstrated knowledge of employment-related legislation pertinent to the function, including the Ontario Human Rights Code, the Employment Standards Act, the Police Services Act, Equal Opportunity legislation and Collective Agreements.
  • Ability to complete the following tests successfully: MS Excel; Filing; Grammar; MS Outlook; Spelling; Vocabulary; MS Word; and Speed & Accuracy Typing.

The wage range for this temporary, full-time position is $24.91 to $39.07 per hour.
