Reporting to the Commissioner, Corporate Services, this position provides strategic, innovative and forward-thinking expertise in leading and ensuring management excellence for the Human Resources Division and ensuring that the Town’s HR strategy and programs promote organizational effectiveness and an engaged workforce.

 

This position is responsible for the strategic and operational activities of the HR Division including recruitment, selection, employee/labour relations, collective bargaining, health, safety , wellness, disability management, compensation, benefits, HRIS, training and development in addition to providing strategic leadership, support and guidance to all people leaders of the organization.   This position collaborates directly with the Leadership Management Team and decision-makers in other departments to identify, recommend, develop, implement, and support cost-effective human resource programs and policies to promote an engaged, and high performing work force.  This position is also an active member of the Leadership Management Team and uses operational and business expertise to support the goals and strategic direction of the municipality.

 

Key Responsibilities Include:

 

  • Develops corporate strategies, goals and priorities in relation to human resources, ensuring alignment with divisional/corporate direction.
  • Leads the development and implementation of the department’s strategic plan and ensures that the management of HR divisional goals, priorities and actions plans are consistent with the Town and departmental strategic plans.
  • Provides direct oversight of the activities and performance of HR staff, providing work direction, technical advice and expertise, assigning tasks/projects, determining methods and procedures to be used, resolving problems, and ensuring results are achieved.
  • Establishes and maintains a high level of client trust and confidence across all of the Town’s departments, Council and the public.
  • Promotes effective employee relations by encouraging increased engagement, integration and productivity as well as promoting and encouraging ongoing learning and professional development throughout the organization.
  • Oversees development, implementation, tracking and measurement of all corporate human resource programs to meet corporate objectives.
  • Recommends policy to Council in the areas of Human Resource Management.
  • Provides advice and counsel to the Commissioner, the CAO, and the Strategic Management Team in the areas of organizational change and design, labour relations, compensation, talent development, health and safety, legislation and policy.
  • Oversees talent management strategies to attract, develop and retain talent.
  • Develops, implements and maintains HR policies and procedures, programs and systems consistent with and in support of the corporate strategy and culture.
  • Oversees and makes recommendations with regard to all elements of the corporate compensation programs.
  • Establishes a focus on service excellence, effective communication, transparency, innovation, data integrity and workflow integration, and ensures collaboration and cooperation within the Division and Organization.
  • Provides guidance and approval for the drafting and recommendation of Human Resource policies, procedures and bylaws pertaining to recruitment, health and safety, training, investigations, and any other activity executed by the HR Division requiring senior approval or advice.
  • Participates in Strategic Management Team meetings as required, to provide information and recommendations pertaining to HR activities, market trends and legislative changes.
  • Approves or provides recommendations on addressing issues or continuous improvement initiatives.
  • Ensures that the Town is in compliance with all relevant legislation and Employment Standards.
  • Accountable for the management of the divisional budget.
  • Determines the divisional structure and resource requirements in accordance with Town priorities and policies.
  • Complies with and assumes appropriate supervisory responsibility for compliance with all health and safety practices in the Division in accordance with standard operating guidelines and the Occupational Health & Safety Act. 

 

 

Qualifications

 

  • Degree in a related discipline (Business Administration, Labour Relations, Public Administration)
  • Master’s degree in Industrial Relations and Human Resources, Public Administration or Business Administration or related discipline is an asset
  • CHRL designation
  • Minimum of ten (10) years of progressive human resources experience including unionized work environments
  • Minimum of five (5) years in a leadership role within HR
  • Progressive HR experience in the public sector is preferred
  • Experience leading the collective bargaining process is preferred
  • In depth knowledge of provincial and federal employment legislation
  • Strategic leadership, effective negotiation, mediation and dispute resolution skills
  • Strong influencing skills and proven ability to excel in establishing credibility and effective relationship building
  • Able to successfully pivot between strategy and tactical execution to meet goals
  • Effective financial control, strategic planning, report writing, presentation and public relation skills
  • Strong project management and change management skills
  • Exceptional political acuity and acumen

 

This position requires work outside of regular hours; this includes but is not limited to attending Council Meetings.

 

 

Salary Range: $130,496 to $163,121
