We are seeking to fill the position of Manager Human Resources.

Position Overview:

  • Act as the Human Resources and Corporate Health & Safety Lead for the Town.
  • Lead, and motivate the multi-functional Human Resources Division which includes; Health & Safety, Compensation & Benefits, Labour & Employee Relations, Recruitment & Retention by instilling the corporate values that strategically tie this department to the municipality’s goals and objectives.
  • Provide information on emerging policy and relative professional departmental issues, options and recommendations enabling the municipality to make informed decisions on behalf of the community.
  • Assist the Senior Management Team with corporate wide initiatives and projects as assigned from time to time and share in the corporate oversight of the planning and implementation of cross-departmental projects and issues.
  • Assist in building a high-performance organization by researching flexible and creative human resources policies and procedures and making related recommendations to the Senior Management Team.
  • Sits as a member of the Senior Management Team that evaluates and recommends efficiencies across departments/divisions of the Town of The Blue Mountains and drives continuous improvement and program review and evaluates all budgets prior to review by Committee and Council.
  • Four year University Degree in a related field (Law, Psychology, Industrial Relations, Human Resources).
  • Requires a CHRL (Certified Human Resources Leader) professional designation or equivalent combination of experience.
  • A minimum of seven (7) years recent Human Resources experience with at least five (5) years at the Senior Management level.
  • Member in good standing with HRPA of Ontario.
  • Extensive knowledge of pro-active HR philosophies, practices and processes of change management, recruitment and retention, job evaluation, compensation and benefits, employee and labour relations, training and development, performance management, and health, safety and wellness.
  • Thorough knowledge of labour law, employment standards, human rights and other related legislation are required to ensure compliant policies and practices.
  • Considerable knowledge and background in budget preparation and control.
  • Strong interpersonal, communication (both verbal and written), facilitation, negotiation, problem solving, decision making, leadership and general management skills.
  • Strong computer skills and knowledge including MS Office Suite. Requires knowledge and practical experience in making documents accessible.
  • Strong project management skills.
  • Ability to develop and present Human Resources strategies and solutions to internal stakeholders.
  • Ability to work effectively under pressure, with changing priorities, deadlines, and to readily adapt to change.
  • Ability to exercise exceptional judgment in dealing with confidential and sensitive information.

Hourly Salary Range: $100, 822 - $117, 950 (2020 Rate).
