Position Summary

 The Corporate Services Department is accepting applications for the full-time position of Organizational Development Specialist.  Reporting to the Director, Human Resources, this position provides organization-wide consultation and delivery of solutions to expand the knowledge and capacity of Town employees to achieve organizational change and performance. Working collaboratively with both leadership and the HR team, the incumbent will develop, implement and support structures, systems, processes and programs around culture and engagement, performance management, talent management, leadership development, change management, succession planning, learning & development, and competency frameworks to support an effective workforce.  This includes the planning, design, delivery and evaluation of employee learning and development activities and the introduction and enhancement of programs resulting from the HR Strategic Plan.

Major Job Responsibilities

 Change Management, Organizational Design, Strategic Talent Management and HR Transformation

  • Develops and implements innovative solutions to ensure the alignment of organizational effectiveness and organizational strategies that includes employee engagement, organizational design, performance management, workforce planning, strategic talent management and HR transformation
  • Utilizes project management and change management principles to oversee and implement projects with strategic impact for the Town
  • Develops and maintains relationships with clients and deploys strong business development skills
  • Provides leadership and operational advice  in the areas of HR transformation, organizational design and effectiveness, change management, performance measurement, talent management, workforce planning, workplace of the future, diversity and inclusion, and the employee experience
  • Designs and implements innovative solutions to meet clients’ needs using best practice research
  • Drives diversity and inclusion into all aspects of HR programs
  • Works with Strategic Communications to align HR branding with corporate branding and promote employment at the Town for attraction and retention purposes 

 Learning and Development Program Development

  • Promotes and instills organizational capabilities by identifying, developing and training competencies
  • Works with the Director, HR to identify priority initiatives from the HR Strategic Plan and develops a work plan for program implementation
  • Conducts research into leading practices, makes recommendations, and often leads the development of initiatives to be rolled out to employees

 Organizational & Employee Learning Activities

  • Works with the HR team to identify and design learning priorities for the organization, individuals and teams
  • Creates and continually evolves the strategic vision and direction for leadership development in collaboration with the HR team and business leaders
  • Serves as a liaison to HR staff and business leaders to understand needs, conduct assessments and identify the best solutions to design and implement
  • Oversees and contributes to the development of processes, tools, and programs which expand employee capabilities
  • Reviews, plans and develops learning strategies to ensure business needs are being met
  • Incorporates knowledge of industry best practices in driving development results, ensuring metrics are in place to guide continual program improvement
  • Facilitates the evolution of training approaches to include digital, social, mobile, virtual and global solutions
  • Ensures information on employee training and professional development activities is communicated to staff
  • Develops post-training evaluations, summarizes survey results and conducts analysis on results
  • Designs processes for organizational and individual learning requests, including request, approval and reimbursement to align to organizational competencies and goals
  • Oversees the process for ensuring that expenses related to learning and development budgets adhere to organizational processes and budgets
  • Leads or collaborates on the delivery of online legislatively required training (e.g. WHMIS, Workplace Violence, Human Rights etc.) including ensuring all mandatory training is up to date, delivered through the Town’s Learning Management tool and tracked in an accessible location
  • Develops and maintains a system/process for employee learning records
  • Designs and delivers reporting on learning and development

 

Performance and Development Review Process

  • Works with Director, HR to review existing Performance Development and Review processes and incorporates organizational competencies into the review process
  • Works with the HR team to update and deliver training to stakeholders on the P&D process
  • Tracks completion of individual P&D Reviews

Succession Planning and Talent Management

  • Provides oversight and direction for the talent management strategy and succession planning, working with the HR team to develop talent
  • Drives the talent management vision and strategy through a range of activities and programs
  • Builds and maintains a databank of talent management content, resources and tools as well as individual development plans


Education and Experience

 4 year Bachelor’s degree or 3 year diploma/degree in Human Resources, Business, Social Sciences, Adult Education or related field; courses or certifications in Adult Education is preferred

  • Certified Human Resources Professional (CHRP) designation is required; Certified Human Resources Leader (CHRL) is preferred
  • Experience with a Learning Management System (LMS) is preferred
  • 5 – 7 years’ related experience developing and implementing organizational development programs
  • Experience writing curriculum and developing technical and leaders’ materials
  • Proven track record in effectively influencing and navigating across organizational boundaries and building strong partnerships that produce mutual results
  • Exposure to HR program development, recruitment/talent acquisition, on-line learning delivery, on-boarding/orientation and HR communications
  • Knowledge of change management and organizational development principles and practices
  • Knowledge of and experience applying adult learning principles, instructional design and evaluation techniques
  • Understanding of strategies and programs that create high-performing cultures including performance management, and rewards and recognition programs
  • Able to challenge the status quo and drive continuous improvement
  • Strong presentation, facilitation, coaching and project management skills that lead change processes and organizational development
  • Cross cultural awareness and sensitivity
  • Demonstrated ability to assess organizational development/learning needs and develop, implement and evaluate programs
  • Demonstrated ability to provide senior advisory services and consultation to leadership, utilizing strong communication skills and the ability to persuade and influence
  • Superior team building, problem solving and systems thinking
  • Ability to plan and execute projects in consultation the Director, business leaders and staff
  • Ability to apply various project management methodologies in the design and development of programs, frameworks and tools
  • Ability to apply knowledge and skills in performance management programs and leadership development

 Salary Range: $92,779 - $115,973 (based on a 35-hour work week)
